The leaders of the parliamentary groups do not yet have an opinion about the bill to modify the procedure for electing the head of state proposed by the leader of the United Moldova Party Vladimir Turcan, Info-Prim Neo reports. While some of the leaders of the factions say the Constitution will be modified either by referendum or in the Parliament, the leader of the Democratic parliamentary group Marian Lupu considers the politicians should meet people’s demands and allow them to choose the head of state by direct vote. “From strategic viewpoint, in the long and medium term it would be better if the people elect themselves the President of Moldova,” Marian Lupu aid. At the same time, the Democrat leader calls on his colleagues in the Parliament to reach a consensus that will suit the Venice Commission. “As we want to become part of the EU and implement the European values and standards, we should comply with the recommendations of the Venice Commission.” As to Vladimir Turcan’s initiative, Lupu said it has not yet reached the PDM, but they will analyze it thoroughly when it comes. The answers of the other members of the Alliance for European Integration have been more laconic. “We did not receive Mister Turcan’s bill and did not see it,” said the MP of the Moldova Noastra Alliance Ion Plesca. “I can say nothing as I do not know what it is all about. I think we need a new Supreme Law. But this issue must be examined carefully before taking a decision,” said the leader of the faction of the Liberal Democratic Party Mihai Godea. The leader of the Liberal Party’s faction Ion Hadarca said he was at a scientific conference on February 18, when Turcan sent the bill and did not yet see it. The leader of the Communist MPs Maria Postoiko said she does not even have a computer to check her email. In a news conference on February 18, Vladimir Turcan said he submitted a legislative initiative concerning the modification of the procedure for electing the head of state to all the parliamentary groups. He proposes holding three rounds of presidential elections. During the first two attempts, the head of state must be elected by the vote of 61 MPs, while during the third – by a simple majority, by the vote of 52 MPs. Turcan said this is a constitutional bill that needs to be approved by the Constitutional Court during six months. After approved by the Court, the bill will have to be adopted by the vote of 67 MPs.
