Parliament voted to borrow for emergency alert system

Citizens will receive warnings about emergencies and disasters via their mobile phones. To realize the project, Moldova will take out a loan of 40 million dollars from the World Bank. The loan agreement was approved by parliament in its final reading, IPN reports.

Five million dollars are earmarked for the development of the public warning system. A PWS system with nationwide coverage, based on mobile telephony, will be installed to operate the program. It will allow immediate dissemination of emergency warnings.

$22.5 million will be used to purchase emergency response vehicles and other equipment, and $1.5 million is for community emergency preparedness.

Also, $6 million will be invested to upgrade hydrometeorological observing systems. Meanwhile, $2 million is for feasibility studies to reduce seismic risk.

The maturity of the loan is 30 years, including a 5-year grace period. The loan is to be repaid semi-annually. The project implementation period is five years.
