A twinning project entitled “Strengthening the capacities of Moldova’s Parliament in the process of adjusting the national legislation to the EU legislation” was launched in Chisinau. Its goal is to strengthen the legislature’s institutional capacity to better understand the process of adjusting the national legislation to the EU’s, in accordance with the Association Agenda. Special emphasis is placed on the modernization of the bodies and internal procedures and building of the capacities of the Parliament’s technical personnel, IPN reports.
The project’s mission is to optimize the role and responsibilities of Parliament, its working bodies and relevant administrative bodies for ensuring a solid institutional framework with the aim of efficiently fulfilling the legislative duties, especially the task of harmonizing the legislation as a precondition for implementing the Association Agreement.
Overall, 60 experts from the Czech Republic, Slovakia, Hungary, Poland, Latvia, France and Belgium will contribute to the implementation of over 65 activities within the four components of the project. These include assessments, roundtables, working out of guidebooks, recommendations and a consultancy document, a study, a roadmap and training activities in different forms and by paying fact-finding visits to EU member states.
The first component of the project refers to the optimization of bodies and internal procedures for efficiently managing the increased volume of legislative activities following the implementation of the Association Agreement. The second component concerns the improvement of the Parliament’s understanding of the Community acquis through the agency of all the areas of relevant policies. The third component envisions the review of the final versions of the legislative initiatives in the context of harmonizing the legislation through the relevant regulations for ensuring compliance with the EU legislation. The last component is aimed at strengthening inter-institutional cooperation between Moldova’s Parliament and Government, in particular with the State Chancellery as the policy coordinator, so as to better coordinate the process of harmonizing the national legislation with the EU’s.
The total budget of the project is of over €1.4 million. It will last for two years, until September 2019. The project is implemented by the Chamber of Deputies of the Parliament of the Czech Republic, the National Council of the Slovak Republic and the National Assembly of Hungary, in cooperation with the Parliament of the Republic of Moldova.
Twinning is an institutional capacity building instrument worked out by the European Commission to help countries develop modern and efficient administrations and organizations at the central, regional and local levels, with bodies, human resources and managerial skills needed to implement the Community legislation, in accordance with the standards of the EU member states.
