Parliament okays Strategy on protecting and assisting victims of trafficking in human beings

The Parliament okayed the Strategy on creating a national reference system to protect and assist the victims and the potential victims of the trafficking in human beings and the Action Plan on implementing the strategy from 2009 to 201, Info-Prim Neo reports. According to Iurie Stoicov, the chairman of the parliamentary committee for national security, the strategy is to reform the existent system of granting assistance and protection, which is said to have a series of faults. “In order to overcome the faults in this area, a systematic approach is needed to consolidate the efforts of all the participants in the process of countering the traffic of human beings,” Stoicov said. The strategy pursues the integration of the present victim protecting system with the social system. Among its key steps: approximating the national legislation in the area to the international norms; setting up a reference system regarding the victims and the potential victims of the trafficking in human beings; developing the system of evaluating and monitoring the victims; developing social assistance and protection services for children and adults. “The trafficking in human beings remains a complex issue for Moldova, needing urgent solutions,” reads a Strategy. “The available data show that, from 2000 to 2007, Moldovan citizens were exploited in 32 countries. Moldova remains a provider of victims of trafficking. To a lesser extent Moldova is a transit country for victims from ex-Soviet countries toward the European countries. There are cases of trafficking for the purpose of obliteration of organs and tissues. Often the children in difficult situation become victims of the trafficking,” the document reads.
