Parliament commissioner could appear in Moldova

The post of commissioner for ethics could be instituted in Moldova’s Parliament. This is envisioned by a legislative initiative proposed by the Liberal-Democratic parliamentary group. The bill concerning the Code of Ethics and Conduct for MPs was registered with the Parliament’s Standing Bureau, IPN reports.

According to a press release of the Liberal Democratic Party, the initiative was put forward by the group’s chairman Tudor Deliu, at whose insistence the code was worked out, with the direct support of UNDP experts, and was brought back into focus.

The bill sets out the standards of behavior expected of Members of Parliament as they carry out their work and imposes greater ethical responsibility on them. It also describes in detail the procedure for investigating, examining and punishing MPs for nonobservance of the code.

As to the commissioner, this will carry out consultative assessments of the violations of the code and will objectively and impartially investigate the cases of violation. The compiled report will be later remitted to the legal commission for appointment and immunities for examination.

The bill was drafted after examining the MPs’ codes of conduct of 14 states from the EU, Northern America and Australia. It was signed by the Liberal-Democratic MPs and several Democratic MPs.

In 2013, the draft Code of Ethics and Conduct for MPs was registered with Parliament, but wasn’t included in the agendas of its sittings for different reasons.
