Parliament comes together for a new meeting without PCRM

++ [13.59] The Parliament΄s sitting of September 2 was declared closed. The president of honor of the PDM Dumitru Diacov proposed calling a new meeting on September 4. The leaders of the AEI will consult and take a decision. The PCRM also scheduled the Parliament΄s meeting for September 4. [13.55] Ion Hadarca, of the PL, suggested constituting a commission that would examine the work of the Teleradio-Moldova president Valentin Todercan so that he could be dismissed. He also asked the Speaker to establish whether Vladimir Voronin resigned indeed. [13.53] The solving of the crisis and the rise in pensions and salaries are important issues that should be addressed. Teleradio-Moldova misinforms the public. Now it must fulfill its role so that the people know in what conditions they live. The first project of the parliamentary commissions will be a report on the situation of the public television, which should be controlled by no party, Corina Fusu said. [13.47] Corina Fusu: The importance of observing the right to information is essential. Teleradio-Moldova is financed from public money and must serve the public interests. The fact that Valentin Todercan and the presidents of the Supervisory Board and the Broadcasting Coordination Council did not come to the sitting shows that the PCRM controls these institutions. We are faced with the task of rectifying the situation. [13.43] Leonid Bujor: We demand that the administration of Teleradio-Moldova comply with the decision to broadcast live the Parliament΄s sittings, while the BCC must monitor how they are broadcast. We do not understand why they do not observe the law. [13.40] Leonid Bujor: Teleradio-Moldova during the last few days has conducted a misinformation campaign, covering the events impartially, favoring the PCRM. [13.39] According to the agenda, the president of Teleradio-Moldov Valentin Todercan and the BCC president Gheorghe Gorincioi were to presents report now. As they did not come, speeches will be delivered by MPs Leonid Bujor (AMN) and Corina Fusu (PL). [13.35] Mihai Godea read the PLDM΄s statement on the social and economic situation. The budget deficit will amount to 6 billion lei or 12% of the GDP, he said. [13.32] Mihai Ghimpu: The Government΄s representatives are obliged to participate in the Parliament΄s sitting when they are called, as stipulated in the Constitution. [13.27] The Communists do not care about these problems. What did the Government do the last few days? It borrowed money to pay the current debts, held closed meetings to prepare triumphant reports ... The Government does not admit defeat...If the former government did nothing, they should not hinder the others in their acts. Moldova can overcome this crisis. We must make every effort to remedy the situation, Dorin Chirtoaca said. [13.21 Dorin Chirtoaca, MP of the PL: Those from the PCRM are cowards. They were afraid to come and present the Government΄s report that they earlier presented triumphantly. Moldova goes through a crisis, but they did not even formulate a program of anti-crisis measures. [13.18] Iurie Tap, MP of the PLDM, said that special attention should be paid to the education system and that additional resources should be allocated to this sector. [13.16] Mihai Moldovanu, the head of the Chisinau Health Division, expressed his concern about the situation in the health sector. He proposed adjusting the legislation on healthcare to the international standards, improving the medical services, adopting the law on the medical worker, etc. [13.14] The rumors that President Vladimir Voronin resigned were not confirmed. The journalists that went to the head office of the PCRM obtained no information. [13.13] I have two proposals: to cut the MPs΄ salaries by 20-25% and to consolidate the pension system, Marian Lupu said. [13.10] Marian Lupu, the president of the PDM: The situation is worrisome. There are salary arrears. The employees are sent on forced leave. We must admit that Moldova, alongside other states, is facing a crisis and we must prove solidarity and understanding in such a situation. [12.57] The deputy director of the Free International University (ULIM) Ana Gutu, who is an MP of the PL, spoke about the school program, stressing that it should be formulated with the participation of the parents. She said that the Academy of Sciences of Moldova should be reformed. [12.25] Valentina Buliga, of the PDM: The social sphere was affected by the economic situation. The allocations for paying pensions and other allocations have decreased. The National Social Insurance House΄s budget deficit is 240 million lei. It is not hard to imagine the future situation – more poor families and children that remained without parental care. The PDM considers that anti-crisis measures should be taken immediately. [12.21] Economic analyst Veaceslav Ionita, a member of the parliamentary group of the PLDM, criticized the steps taken by the former government in the economic sector: “Let΄s see how they governed. 2007 – the so-called liberalization led to a crisis and many companies went bankrupt. 2008 – when all the people realized there was a crisis, they did not want to admit it. The Government΄s decision to introduce the VAT came as a terrible blow.” [12.11] Vlad Filat, the leader of the parliamentary group of the PLDM, asked the MPs to account of the attitude of the Prime Minister and the presidents of Teleradio-Moldova, the Supervisory Board and the Broadcasting Coordination Council and to continue the meeting. [12.10] The Government΄s representative to the Parliament said that Zinaida Greceanyi was not in her office and that he was informed that she cannot come. [12.08] Mihai Ghimpu: "I invited the president of Teleradio-Moldova Valentin Todercan, the BCC president Gheorghe Gorincioi and Prime Minister Zinaida Greceanyi. Are they absent or I have a bad sight?” [12.07] Fifty-two MPs are present. The sitting goes on. [12.04] The Parliament΄s sitting will soon resume. The members of the AEI are gathering in the assembly hall. [11.55] The Association “Parlamentul 90” demands that the PCRM should transfer the power in a democratic way. “We, the members of the first Parliament, which was elected democratically, ask the Communists Party to comply with the results of the July 29 early parliamentary elections and strictly observe the legal power transferring procedure in a democratic, peaceful and civilized way. If the Communists resort to provocations, blackmail and insinuations, as they did recently, they will bear overall responsibility,” the Association΄s head Pantelei Sadulachi said on the stairs in front of the Palace of the Republic. [10.26] MPs take a break until 12.00. [10.20] Alexandru Stoianoglu, member of the parliamentary group of the PDM, said in Russian that during the previous governments the national minorities lived in poverty and had miserable salaries, but the new government will take care of everyone. [10.18] The PDM leader Marian Lupu proposed reading the Appeal to the national minorities of Moldova. Though a break was announced, the proposal was accepted. [10.14] A break was announced until 12.00. [10.13] Speaker Mihai Ghimpu suggested announcing a break so that Zinaida Greceanyi and the president of the national public broadcaster Teleradio-Moldova Valentin Todercan could come to the sitting. [10.12] MP Ion Hadarca, of the PL, asked that the press be provided a better, “more honorable” place for passing on the information. [10.09] Veaceslav Ionita, representative of the parliamentary group of the PLDM, proposed inviting the departing Prime Minister Zinaida Greceanyi to the meeting to present a report on the Government΄s work. The proposal was accepted unanimously. [10.05] The sitting is attended by only the 53 members of the AEI. [09.59] The new Speaker of Parliament Mihai Ghimpu has told the reporters that the parliamentary majority today will name the Deputy Speaker and constitute the commissions. But Alexandru Tanase, of the PLDM, was not so sure about it. “We will yet see,” he told the press. The members of the Alliance for European Integration (AEI) scheduled a new sitting of the Parliament for September 2. The meeting starts at 10.00. The Communists Party (PCRM) announced it would not attend, Info-Prim Neo reports. At the first sitting of the new Parliament on August 28, after the president of the Constitutional Court spoke about the results of the July 29 election, the PCRM asked for a break until September 4 in order to to form its parliamentary group. Afterward, the Communist MPs left the assembly hall. The AEI continued the meeting in the absence of the PCRM. The four Liberal-Democratic parties announced the constitution of their parliamentary groups and named the PL leader Mihai Ghimpu as Speaker. On September 1, the PCRM filed an application to the Constitutional Court, challenging the legality of the August 28 sitting and the made decisions. Five parties entered the Parliament after the July 29 elections: the PCRM (48 seats of MP), the PLDM (18 seats), the PL (15 seats), the PDM (13 seats), and the AMN (7 seats). The last four parties formed a government coalition and hold together 53 seats.
