Parliament adopted 900 laws and 327 decisions during its mandate

The current Parliament during four years had 173 sittings and adopted 900 laws and 327 decisions. Speaker Andrian Candu said more steps could have been taken in the justice sector, but the failed attempt to enshrine the European course in the Constitution as Moldova’s development path is the biggest regret, IPN reports.

“The fact that we didn’t implement up to the end actions of the justice sector reform is a great failure. I refer in particular to the amendment of the Constitution, what the Superior Council of Magistracy means, the appointment of judges and the rest. Even if steps were taken and there is good legislation in this sector, a lot could have been done yet,” Andrian Candu stated in a news conference where he summed up the work done by the Parliament of the 20th legislature.

“We didn’t manage to persuade the colleagues from the Liberal Democratic Party and the Liberal Party to amend the Constitution and insert the European integration as the development course of the Republic of Moldova in it and this is the biggest regret. We could have done more. We perhaps had weaker abilities from this viewpoint in the discussions with the colleagues from the PLDM and PL. We should have probably found additional arguments to persuade them,” said the Speaker.

Among the main reforms, Andrian Candu noted the reforms of the prosecution service, the electoral system and the financial-banking sector. He also mentioned the improvement of the investment climate and business environment, the financial reporting reform, adoption of the integrity package, etc.

The Speaker also spoke about the foreign relations developed during the four years, noting the development of unprecedented partnership relations with the U.S. and the promotion of two resolutions in support of Moldova at the U.S. Congress and Senate. The parliamentary diplomacy was also strengthened by a powerful partnership between Moldova, Ukraine and Georgia.

The current legislature systemically addressed the parliamentary control. For the first time, Parliament adopted the methodology and started to implement the ex-ante and ex-post assessments of the adopted laws. During four years, Parliament staged a record number of hearings and consultations within commissions, conducting multiple information campaigns and cooperating with civil society in the improvement of the legislation.
