The parking lots in Chisinau are to be separated into three zones. The first zone will include the central area of the capital city. Depending on the area, the rates for one hour of parking will be different. In the first area, which is also the most expensive one, progressive rates will also be applied. Payments for parking lots are to be applied between 08:00 a.m. and 06:00 p.m. In the evening, on weekends and on days off, these parking lots will be free. One could also purchase season tickets for various periods, for the reservation of particular parking spaces. This is provided in the draft regulations on the organization and functioning of parking lots in the municipality of Chisinau, which were proposed for public consultations on Wednesday, IPN reports.
Vitalie Mihalache, head of the General Urban Mobility Division, said that the possibility of introducing the control and application of penalties for the use of parking areas set up in breach of the rules set out by the regulations will be examined. “We will also have a view on how to lay out and operate the reserved parking lots. We proposed solutions to meet the interests of those who are on visit or who will occasionally use these parking spaces on the territory of the city. Last but not least, we will come up with solutions directly for the business community, close to the offices and legal addresses, taking into account the area, the number of employees, etc.” stated Vitalie Mihalache.
The Association of Smart Communities of Moldova carried out an opportunity study on the implementation of the car park management system in Chisinau. The Association’s executive director Alexandru Baltag said it is estimated that there are about 52,000 parking spaces in Chisinau in total, of which only 21,000 are authorized parking lots. When the regulations were drafted, the practice of the Romanian cities of Bucharest, Cluj and Brasov, where such systems exist, was taken into account.
Zone 1 is to include the Center area, Zone 2 – the main streets of the municipality, and Zone 3 – other streets. The rates were set according to the existing demand, in descending order, in the sense that the highest demand is in Zone 1.
The system also allows the introduction of season tickets for various periods, for the reservation of particular parking spaces, especially in the case of closed parking lots, equipped with access control. The proposed rates for these subscriptions:
Zone 1:
parking season ticket - 7 days – 560 lei;
parking season ticket - 30 days – 2,400 lei;
parking season ticket - 90 days – 7,200 lei;
parking season ticket - 180 days – 14,400 lei
parking season ticket – 365 days - 28,800 lei.
Zone 2:
parking season ticket - 7 days – 420 lei;
parking season ticket - 30 days – 1,800 lei;
parking season ticket - 90 days – 5,400 lei;
parking season ticket - 180 days – 10,800 lei;
parking season ticket - 365 days – 21,600 lei.
Zone 3:
parking season ticket - 7 days – 280 lei;
parking season ticket - 30 days – 1,200 lei;
parking season ticket - 90 days – 3,600 lei;
parking season ticket - 180 days – 7,200 lei;
parking season ticket - 365 days – 14,400 lei.
The person who buys a season ticket for Zone 1 can park in Zone 2 and Zone 3. The season ticket for Zone 2 also allows parking in Zone 3, while the one for Zone 3 is valid only for this zone.
