Parents who register newborns late may be penalized

The prosecutors intend to penalize the parents who register the newborn babies later than within three months of their birth, as the law stipulates. According to a study made by prosecutors, 336 newborns last year were registered up to the age of one, while 536 babies – when they were over a year, Info-Prim Neo reports, quoting a communiqué from the Prosecutor General’s Office. When the study was carried out, 176 neonates were not registered. According to the prosecutors, the children who are not registered on time are deprived of the right to name, free medical assistance and social assistance and they legally do not have personality. The prosecutors established that there is no efficient mechanism of cooperation between the Registry Office and the police so that they could identify and penalize the negligent parents. It was also determined that the doctors do not respect the program of paying home visits to examine the child. Some of the visits are formal or the doctor does not pay the visit, but writes in the medical card that the visit was made. The prosecutors informed the local public authorities about these cases and asked that they make sure that the rights of the newborn babies are observed. According to the Ministry of Health, last year in Moldova there were born 40,476 children alive and 293 dead. Forty-eight children were abandoned in medical institutions.
