Parents who avoid parental responsibilities will be fined

The parents who will evade fulfilling their parental obligations and this will lead to the institutionalization of the child will be fined up to 25,000 lei, while the parents who will refuse or avoid reintegrating the child into the family will be fined up to 40,000 lei. A bill to amend and supplement a number of legal acts, including the Penal Code, was approved by the Government on November 9, IPN reports.

“We consider the proposed changes and supplements can offer society a clear signal that the bad treatment or neglect of children can have serious consequences for their intellectual, physical and mental development and that the child enjoys the right to benefit from special treatment, as the international instruments recommend in case of violence, neglect or exploitation,” says the informative note to the bill.

The bill also provides that the unfounded preventing of one of the parents from communicating with the child or from taking part in the education of this is punished with a fine of 5,000 to 6,000 lei or up to 120 hours of community service. If the child is placed in a social service because of the use of violence, neglect, abandonment or avoidance of responsibilities by parents, the court obliges the parents to blame to pay the costs associated with the bringing up and education of the child in the social service.

The children will be entitled to compensations for suffering bodily injuries and for having the non-patrimonial rights violated as a result of violence, neglect, exploitation or evasion of parental responsibilities.
