Owner of construction to blame for collapse of wall on Anton Pann St
The right to inspect the buildings in Chisinau, including the ones under construction, may be transferred back to the local authorities. At the May 24 meeting of the Chisinau City Hall, Mayor Dorin Chirtoaca said the wall on Anton Pann St fell down owing to the incompetence of the builders and the construction inspection bodies, Info-Prim Neo reports.
Vasile Olaru, the head of the Construction Discipline Division, said the wall caved in because the construction works carried out nearby the building were not executed in accordance with the project. Excavation woks were performed under the house that practically did not have a foundation. Vasile Olaru said the technical examination report drawn up by the owner of the plot, who is also the contractor of the construction, arouses doubts.
The State Construction Inspection issued an authorization allowing extending the existent building. A two-story building nine meters in height was to be built nearby.
Deputy chief architect of Chisinau Radu Blaj said the beneficiary is to blame for the incident as it did not ensure the technical supervision of the works.
Though the local authorities do not bear responsibility for the collapse of the wall, the people expect that the similar problems will be solved, said Dorin Chirtoaca. According to him, the City Hall asked decentralizing and transferring the right to inspect the constructions back to the local administration.
