The election observation mission of Promo-LEX by 3 p.m. was informed about 62 incidents. In 11 cases, the secrecy of the ballot was violated. In nine cases, the unjustified presence of unauthorized persons in polling stations or within 100 meters from these was reported. In five cases, the filming of electoral operations was interrupted. In two cases, faults in the registers of voters, discrepancies between addresses, names of dead persons or signatures put instead of other persons were detected, IPN reports.

The head of Promo-LEX’s election observation mission Nicolae Panfil told a news conference that their observers reported glitches in the functioning of the automated information system “Elections”. In three cases, the system was suspended or there were situations when this indicated that the voter had cast the ballot, but the voter said that he/she didn’t vote. There was reported one case of presence of advertising materials, electoral posters close to the polling station (100 m of it), in Chirca village of Anenii Noi district.

Cases of organized transportation of voters were recorded in Lozova village of Strășeni district and in Sărata-Răzeși village of Leova district. Unjustified cases of group voting were reported in Durlești, Chisinau, Slobozia-Dușca village of Criuleni district and Elizaveta village of Balti district. In Lipoveni, Cimișlia, there was recorded a case of intimidation as a person who wasn’t allowed to vote because he didn’t have the identity card and had only the accompanying lose leaf insulted members of the electoral office of the polling station. The person said that he could vote without the identity card in the first round of voting and could even photograph the ballots then.

In Gura Căinarului, Florești, the ballot box was sealed only with three seals. In Balti, a voter told the members of the electoral office that he was contacted by phone by an unknown individual who told him that the runoffs were annulled and he should not go to the polls. The representative of a party intervened and said that he was also contacted anonymously by phone and told about the annulment of the vote.

In Horodiște, Călărași, at the request of an older voter, a member of the electoral office signed on the voter roll instead of this person. In Edineț, a voter signed instead of another voter, saying that he did it by mistake. According to a member of the electoral office, the signature will be erased.

According to Nicolae Panfil, in at least two localities the turnout of voters by 3 p.m. was low. It goes to Salcia village of Taraclia district, where the mayor and the local councilors are being elected, and in Cotovscoe village, where the local council is being elected. By eight electors voted in each of these two localities. In Chioselia Rusă village of the ATU Gagauzia, no elector had voted by that hour. In accordance with the Electoral Code, the rerun election is considered valid regardless of the number of persons who cast ballots.
