More than 1,700 children in the municipality of Chisinau have one or both of the parents working abroad. One fourth of them do not yet go to school. An analysis by the Chisinau Division for Child Rights Protection shows in four of ten cases, the parents have been abroad for over five years, Info-Prim Neo reports. Most of the times, the children are not left in the care of a legal representative and this fact involves many risks, the Division’s deputy head Clara Cat told a news conference. She said there are situations when the children must be operated and need the consent of the parents or custodian. The analysis revealed that more than a half of these children were left in the care of the grandparents. About one third of them remained in the country with the uncles or aunts, while the rest are in the care of the elder sisters and brothers (10%) and even foreigners (2.4%). Agnesa Eftodi, specialist of the Division for Child Rights Protection, said the living conditions of most of these children are good and they have friendly relations with the persons who look after them. However, the children who are brought up in the absence of their parents encounter psychological problems, especially those of preschool age. Over 60% of the children whose parents are abroad have poorer results at school. The Division’s specialists identified 19 children who remained in the care of persons suffering from chronic social diseases such as alcoholism and tuberculosis. Measures will be taken in these cases and if no other alternatives are found, these children will be taken to placement centers. The Chisinau Division for Child Rights Protection intends to establish cooperation relations with representatives of the diaspora so as to get in touch with the parents who leave the country illegally and do not contact the embassies or other governmental institutions as they fear they could be repatriated. There will be also set up community centers and carried out different instructive activities.
