Opposition forces talks about coalition, but they have not started negotiation yet
The opposition forces talks about the creation of democratic majorities in the local councils, including in Chisinau. So far the discussions have a consultation character and are not yet negotiations. The leaders of “Moldova Noastra” Alliance (AMN), Christian-Democrat People’s Party (PPCD) and the Party of Social Democracy expressed their willingness to collaborate during a TV show at DTV station on Saturday, June 23. They plan to create coalitions at local level, and subsequently during the elections which will be organised in 2009, in order to make possible the win of the democratic forces.
“The popularity of the Party of Communists is going down very fast. The communists lost the elections both in Chisinau and in the country. In 26 raions the non-communist forces can create democratic coalitions. These consultations are a ground for 2009. If we reach an agreement now, we will be able to have a democratic government in two years”, Serafim Urecheanu, the leader of the MNA said.
“The illusion that the privileged relations with the Russian Federation mean the improvement of the economic situation was maintained until this election campaign. The vote for Dorin Chirtoaca, as well as the massive vote for democracy proved that the people do not believe anymore in an economic miracle coming from the CIS or the Russian Federation. The society has chosen the European model. This is a novelty in the public perception of the political phenomenon in Moldova”, Iurie Rosca, the leader of PPCD considers.
Those three leaders say that the fight against the communist government is not finished yet. The fact that the Party of Communists will not accept to give up power in a democratic way is proven by the recently finished election campaign, which was held, as they said, with numerous violations and use of the administrative factor to intimidate the non-communist candidates.
“The reports of the international observers show that Moldova has regressed in several fields. The access to media, especially to the public one was obstructed. Most of parties, as well as of independent candidates did not have the occasion to make their message public” Dumitru Braghis, PDS leader specified.
The leaders of those 3 parties pleaded for identifying possibilities for a compromise, in order to equilibrate the situation in the councils where the non-communist forces hold the majority.
“We should not speed down. In Stefan Voda the communists have boycotted the first meeting of the council. It is said that here, as well as in other raions money was prepared for bribing the councillors who would support the communists”. The sums vary from EUR 20,000 to 25,000 for a vote”, Iurie Rosca said.
Also, Dumitru Braghis warns that other intimidation scenarios might be used. “The danger that the ruling party creates financial difficulties is real. After 2001, several laws were amended, including those related to the self-financing of the local public administration, by means of which the government has obtained full control over the local authorities. We should prepare and be aware of the fact that we could have towns and cities without water and power supplies”, the PDS leader affirms.
“Starting 2009 we will have to consider an administrative-territorial reorganisation and an administrative and financial decentralisation, which could represent the ground for the well-functioning of the local administration. Not later than this autumn we have to work out, as an alternative, the draft Law on the state budget and the Law on public administration, which will have to be publicly debated, Iurie Rosca mentioned.
