Although there have been several appeals by Your excellency over a thousand signatures of traders of their problems has been fixed so far. In the same time, according to experts, the shadow economy thrives, and the legal economy decline.
Regulations of the draft laws and governmental decisions regarding small business operators complicates the situation and creating new bureaucratic barriers. What's more: these documents may create conflicts of interest with local public administrations. Accordingly the shadow economy will thrive in this sphere because there is no need for legal acts. And this because the only official bodies closely mimics the economic reforms. The problems that arise with regard to ensuring economic freedoms have faulty settlement.
There was developed the draft law on SMEs. Ultimately it was forwarded to the Parliament a document dump, with no potential for stimulating the development of small business. Of course, that such principles were ignored entirely the "Small Business Act for Europe", i.e. the EU law on the development of small business. Without exaggeration it needs to be remembered that the principle of "Think small first" is overlooked by the Government. That and the fact, that small business is the backbone of the economy. Like the fact that small business is the backbone of the economy. But not in our country, but rather in the EU.
Official is known, that the 2015 trade inside and retail wholesale total decreases and it continues falling and in 2016. Of course, that impact is primarily on the effect of small traders in the country. They do protests rallies through cities and towns with claiming to be allowed to work legally and with effect from 1 January 2017. However, their voice is not heard. For this reason the protests will continue since September. So, it is a cosmic distance between official statements to improve the business environment and the actual situation. It is the natural economic freedoms to be obtained for small business, for small trade only through street protests?
We believe that it needs to be unlocked for different activities in the bans the sector of small business. It also covers law 121 from 29.05.2008 and law 208 from July 07. Time has come when we must actually move from performing to articles 62 and 63 of Chapter 10 of the association agreement EU-Moldova.
Hoping, that the business environment in different areas of small business can be stimulated and developed, we propose:
a) to be improved the draft law with regard to SMEs in the Parliament to be in accordance with the principles of the "Small Business Act for Europe" and the "think small first",
b) ensuring economic freedoms for small business,
c) improving the business environment through liquidation of corruption,
d) creating legal conditions encourage the legalization of shadow economy,
e) respect for democratic principles in economic reforms,
f) demonopolize the activities of small and large businesses.
g) combating bureaucracy of the institutions with the mission.
