Only three political parties out of twenty registered in the race for Parliament expressly stipulated in their constitutions quotas for the selection of female candidates for party tickets in elections, and only the National Liberal Party actually observes this provision, according to the Progen-Elections 2010 Alliance. The Liberal Democratic Party (PLDM) and the Social Democratic Party (PSD) also have such quotas in their bylaws, but their implementation in practice is deficient. The proportions of female candidates on PLDM's and PSD's electoral slates are 24.3% and 28.7%, respectively. Only 2 and, respectively, 3 women are among their top-twenty candidates. Other electoral competitors have no such quotas at all. Still, there a fair proportions of women on the slates of Moldova Noastra Alliance (36.9%), the Democratic Party (33%), the Liberal Party (27%) and the Communists Party (24.3%). At the same time, in terms of top-20 candidates, the Communists are the first, with 8 women. AMN and PDM have only 4. A representation minimum is also kept by the Conservative Party, with 26% female candidates, said Elena Burca, the chairperson of the Forum of Women's Organizations. Women are far less visible in campaign advertising than men; even the female leaders of parties are not very well promoted. Usually, the women that appear in video spots talk about areas which are by tradition reserved for women, like social protection, education and health care, and seldom about economy or finance. On posters, women appear only behind men, said Ilona Spataru, the chairperson of the UN Journalists' Club din Moldova. At the end of the election campaign, the Progen-Elections 2010 Alliance will award the political party which has best adhered to gender equality principles.
