At present in Chisinau Municipality only 320 out of 1542 blocks have hot water. Of them, 262 are administrated by Municipal Enterprises, 20 – by the Privatized Dwellings Owners Associations (PDOA), 24 – by the Dwellings Construction Co-operative societies (DCCS) and 14 are departmental blocks. According to the commercial director of JSC “Termocom”, Mihai Arusoi, consumers paid 87% of the current payments and debts. The lowest level, in the cases of current payments and debts is registered in Ciocana district, constituting 32.8% and respectively 83.2%. In Centru district is registered the highest level of payments in both cases – 56.7% and respectively 88.55%. In Rascani district the payment rate of debts constitutes 40.7% while the current payments amount to 86.2%, in Botanica district this percentage is of 43.1% and respectively 88.4%, in Buiucani -49.9% and respectively 86.5%. The payment level of the economic level is of 45.7% and the current payments of 89%. The debts for hot water amount to MDL 377 million of which the blocks administrated by state enterprise have debts of MDL 205 million, DCCS – MDL 53 million, PDOA - MDL 107 million and the departmental blocks – 277 thousand lei. Economic agents have debts of MDL 7.6 lei. At present, the works planned for the winter season are finished at 66% and will be completed on October 1, 2006. The leadership of “Termocom” JSC announced previously that through the method of sequestering the apartments and the goods from the apartments it will manage to convince the consumers to pay their debts until November 1. Over 43 thousand apartments in Chisinau municipality have debts exceeding 1 thousand lei. Only the dwellings with debts of over 7 thousand lei are due to be disconnected by “Termocom”. According to the representative of JSC “Termocom” only the consumers that refuse to pay will be sued. At present 10 thousand penal proceedings are one the table.
