One fourth of cases of corruption that reached court in 2021 ended with penalties, NAC

Only 24% of the cases of corruption that reached the court last year ended with penalties in the ordinary court, while 76% of all the cases were dropped, shows a strategic analysis by the National Anticorruption Center (NAC). This way, about one fourth of the culprits were punished with fine and ban on performing a particular activity or holding particular posts. The other cases were dropped because the statute of limitations expired (49%), because the elements of a contravention were absent (44%) or because the administrative proceedings were nullified (7%), IPN reports.

Also, 67% of those who committed acts of corruption were men. Thirty-nine of the culprits worked in the local public administration (approximately 32%), 26 in the internal affairs bodies (about 21%), 19 in the education system (15%), while 9 were employees of municipal enterprises (7%).

The minimum fine of 500 to 800 lei was imposed on one person, the fine of 1,500 lei on 14 persons, the fine of 2,000 lei on two persons, the fine of 2,500 lei on four persons, the fine of 3,000 lei on five persons (a total of 27 cases or almost 82%).

In over 57% of the cases, the court banned the persons from performing a particular activity or holding particular posts for a period of three mounts, in almost 82% of the cases for a period of at most six months, while in about 9% for a period of six to 12 months.

The analysis covered 135 judgments passed by ordinary courts and 39 judgments passed by appeals courts.
