Ombudsmen to pay visits to prisons without informing authorities

The ombudsmen and members of the Consultative Council of the Centre for Human Rights will pay visits to prisons without informing or asking the beforehand consent of any authority. According to a decision passed by the Parliament of Moldova, which came into force after it was published in the last issue of the Official Monitor, the ombudsmen have the right to independently select the places and the persons they intend to visit, as well as the periodicity of the visits. During the visits, the ombudsmen and the members of the consultative council will have the right to use audio and video equipment, with the consent of the interviewed persons. Also, the ombudsmen have the right to take with them specialists and independent experts in different fields, including jurists, doctors, psychologists, representatives of public organisations. The payment of the experts, and the rest of the expenditures related to the visits will be covered from the budget of the Centre for Human Rights. As a result of the visits, the ombudsmen will work out reports which will include recommendations and proposal for the improvement of the situation in prisons.
