Ombudsman welcomes decision not to promulgate law on castration of pedophiles

Ombudsman Anatolie Munteanu welcomes the head of state’s decision not to promulgate the law on chemical castration of pedophiles and rapists, Info-Prim Neo reports, quoting a communiqué from the Center for Human Rights. According to the ombudsman, the obligatory chemical castration runs counter to the constitutional norms and international standards and risks being considered as inhuman and degrading treatment, as the President said recently in his message. The compulsoriness of using the stipulated safety measure, reaching a certain degree of severity, goes against Article 24 of the Constitution and Article 3 of the European Convention on Human Rights and Fundamental Freedoms, which say that nobody can be subjected to torture and inhuman or degrading treatment or punishment, said Anatolie Munteanu. He urged the head of state to continue strictly watching over the observance of the human rights and fundamental freedoms in Moldova and the fulfillment by the public authorities of the commitments made at international level. President Nicolae Timofti did not promulgate the law on chemical castration of pedophiles that was passed by Parliament early in March. According to the President’s spokesman, the head of state considers that this law goes against the constitutional provisions that ban the use of degrading treatment towards people, regardless of their deeds.
