Ombudsman requests President not to promulgate package of laws assumed by Government

The people’s ombudsman Mihail Cotorobai considers the laws for which the Government assumed responsibility before Parliament need to be additionally examined, with the broad involvement of society and national and foreign experts, so as to prevent the violation of the basic human rights and freedoms in Moldova. The ombudsman said he subscribes to the call made by a group of people by which President Nicolae Timofti is asked not to promulgate the seven laws, IPN reports.

If Nicolae Timofti rejects this initiative, the ombudsman is disposed to use the instruments provided in the Law on the People’s Ombudsperson to ensure that the basic human rights are protected, but he does not specify these instruments.

Mihail Cotorobai analyzed the given laws and reached the conclusion that they, in particular the law on the issuing of state bonds with the aim of fulfilling the obligations deriving from the state guarantees, will infringe on the basic human rights, especially the right to guaranteed decent living. According to him, the implementation of this package of laws will disrupt the process of collecting incomes into the state budget, the social insurance budget and the mandatory health insurance funds and this will ultimately limit the legitimate rights of the people.
