Officials deny responsibility for delaying construction of second apartment building for refugees

The Ministry of Construction and Territorial Development refuses to assume responsibility for the delay in building the second apartment block for internally displaced people from Transnistria, Info-Prim Neo reports. In a communiqué, the Ministry denies the accusations made by the leader of the Movement of Transnistrian Refugees, Anatol Bazgu, at a news conference. Anatol Bazgu accused the Ministry of delaying the construction of the block located on Milescu Spataru Street by postponing the holding of a tender contest for selecting the contractor that will carry out the works. “The accusations leveled by the leader of the Movement of Transnistrian Refugees are groundless and have other purposes than those normally resulting from his duties as they intentionally strain the relations between the Movement members and the authorities,” the communiqué says. The block for refugees is built as part of a project for constructing apartments for socially vulnerable groups of people from a loan offered by the Council of Europe Development Bank, with the assistance of the local public administrations. Anatolie Bazgu said that the Chisinau administration has fulfilled all its obligations. On the other hand, the Construction Ministry says that compared with the authorities of the other towns in which this project is implemented – Glodeni and Sangerei – only the Chisinau administration showed lack of interest in efficiently carrying out this project. According to the Ministry, during April-August, the Project Implementation Unit had not made a correct decision that would confirm that the Chisinau City Hall was ready to become involved. Meanwhile, the City Hall promoted the interests of a construction company. After numerous meetings and letters warning that they could be excluded from the project, the local authorities made a decision on August 1 and signed the Re-lending and Cooperation Agreements on August 13. A tender contest to select the contractor that will build the block was held on August 18, but it was cancelled as none of the five companies that took part in the contest met the necessary conditions. The next tender contest was scheduled for October 7, the Ministry says in the communiqué. Earlier, Chisinau Mayor General Dorin Chirtoaca said that there were reasons to believe that the Minister of Construction and Territorial Development Vladimir Baldovici had promoted a certain construction company for this project. “The firm could have a connection with him or his relatives and they want to benefit from the loan repaid by the Chisinau City Hall. Probably, he worked for the firm of he or his relatives are the founders of the given company,” Chirtoaca said then. The total cost of the project is 7 628 879 euros. 64.23% out of this sum is the loan granted by the Council of Europe Development Bank, while 35.77% is the sum allocated from the budgets of the local public administrations.
