The Prosecutor General’s Office is preparing a criminal case for treason against General Gorgan, who is suspected of spying for Russia, RFE/RL’s Moldovan Service reported, referring to the former Chief of the General Staff of the Republic of Moldova, who is suspected of having been an informant of the Russian intelligence services, IPN reports.

In order to formalize the data of the journalistic investigation, the PGO asked for details from the Security and Intelligence Service. The prosecutors expect to receive the information today so as to decide whether to start a criminal case based on Article 337 of the Criminal Code – treason,” said the Service’s sources from both of the institutions.

The people with whom the Service spoke said that this case will be under the “personal scrutiny” of the new Prosecutor General Ion Muntean, and the PGO intends to work “promptly”.

Igor Gorgan became Chief of the General Staff in 2013, but was fired in 2015 on the initiative of the then Minister of Defense Anatol Șalaru, who suspected him of spying for Russia. In 2019, Gorgan returned to office, being appointed by Socialist President Igor Dodon. In 2021, President Maia Sandu dismissed him at the proposal of the current Minister of Defense Anatolie Nosatyi.

Following Russia’s invasion of Ukraine, Igor Gorgan secured a job at the UN Refugee Office in Chisinau (UNHCR-Moldova), which keeps a record of and locates refugees from the neighboring country. The Office’s representative Monica Vazquez said that an independent internal inquiry was initiated and Gorgan will be on “administrative leave” until this is completed.
