The number of babies abandoned at birth is decreasing in Chisinau amid an overall visible improvement in what concerns the problems of children in difficulty, Svetlana Chifa, the head of the municipal department for children's rights, said at a roundtable meeting on Tuesday, Info-Prim Neo reports. Mrs Chifa said only 38 infants were abandoned at birth in ten months of this year, as compared to over 100 children annually some five years ago. “In the last five years, our constant concern has been to find parents for these children, to integrate them with a family and offer them a normal education and development. For five years now, not a single orphan child has been transferred to residential establishments, every single one of them has been placed with a family”. Tamara Plamadeala, ombudswoman for children's matters, says she has toured a number of schools in Chisinau during the week dedicated to the Convention on the Rights of the Child, and observed that most children are unaware of the existence of such a convention that protects them. “I'm well aware of one thing that has been neglected until now, I mean the promotion of children's rights, in particular of this international treaty, which is a must-know for our country, for the children, which will enable them to know their rights and how they work”, says Tamara Plamadeala. The ombudswoman says the most frequently violated children's right is the right to education, which is complicated by various formal and informal fees, as parents and children “are not aware that education is free”.
