The setting up by Chisinau of internal checkpoints along the Nistru may endanger the further discussions in the 5+2 format on the free movement of the people from the two banks of the Nistru, said the political representative of Tiraspol Nina Shtanski, quoted by IPN.
In a news conference after the June 16-17 round of 5+2 talks on the Transnistrian settlement process held in Vienna, which was transmitted by video link in Chisinau, Nina Shtanski said she was assured by the officials from Chisinau that the mechanism for running the checkpoints hasn’t been worked out yet and will not be implemented in the immediate future.
Chief negotiator on behalf of Chisinau Eugen Carpov, Deputy Prime Minister for Reintegration, said that the establishment of this control mechanism on the Nistru forms part of the process of coming closer to a liberalized visa regime with the EU. “The initiative is not aimed against the people who live on the left side of the Nistru, or the citizens of Ukraine, Russia and other states. This mechanism must regulate the registration of foreigners who come to Moldova from other countries through the Transnistrian segment,” said Eugen Carpov. Chisinau recommends Tiraspol not to cause impediments to the movement of persons in the region by implementing the so-called legal act on the border.
OSCE Chairperson’s Special Representative for conflicts, Ambassador Andrii Deshchytsia said they discussed a range of issues, including freedom of movement, modalities for dismantling the Rybnitsa-Rezina cable car, environmental and economic issues, co-operation between law enforcement structures and education.
The Head of the OSCE Mission to Moldova, Ambassador Jennifer Brush said that the working groups of Chisinau and Tiraspol should step up work. She urged improving the dialogue between Chisinau and Tiraspol.
Chisinau intends to set up six checkpoints on the Transnistrian segment, where the foreigners coming to Moldova will be able to register. The bill providing for this will be examined by Parliament in the second reading in the autumn-winter session.
