If there is no game between the leader of the Democratic Party Vladimir Plahotniuc and President Igor Dodon, the consultative referendum should not take place, editorialist Nicolae Negru stated in the program “People’s Council” on 10TV channel, IPN reports.

According to him, the referendum is useless as the questions are rhetorical or have no meaning. The Constitutional Court will accept one of the questions of the referendum, not all of them. “The Court cannot accept the powers of the President to be broadened as this runs counter to the legislation. The Republic of Moldova is a parliamentary republic. If we give the Head of State the power to dissolve Parliament, the ratio between the different branches of power will be unbalanced. The Constitutional Court will not allow something like this,” stated Nicolae Negru.

As regards the law on the issuing of state bonds, the editorialist said the legislation provides that budgetary and financial matters cannot be the subjects of a referendum. “This is evidently a senseless question. It is a rhetorical question. I don’t think the Constitutional Court will validate it,” stated the journalist.

According to him, the organization of the education process is not within the people’s remit. “We have specialists, the Ministry of Education, scientists and the Academy of Sciences for this,” stated Nicolae Negru.

He considers the question about the necessity of reducing the number of MPs from 101 to 71 is the only question that can be accepted. “It’s clear that the people will say that there should be fewer MPs, but Parliament will not be functional then,” said the journalist.
