Nicolae Chirtoaca: Country needs competitive head of state who will be real arbitrator

The bill to amend the Constitution so that it allows for the election of the head of state by a majority of votes in Parliament has no chance, political analyst Nicolae Chirtoaca said in the talk show “Place for dialogue” on Radio Moldova station, IPN reports.

“Given the configuration in Parliament, this bill to amend the Constitution will not garner the necessary number of votes. I don’t think that the populist parties will support this initiative. Thus, the Constitution can be amended only by constitutional referendum. Polls show that the largest part of the population wants the head of state to be elected by the people. The people will not vote for the election of the President by 51votes in Parliament. When we elect the head of state ourselves, we have the feeling that we assume responsibility for his work,” stated the analyst.  

Nicolae Chirtoaca considers the semi-presidential-semi-parliamentary republic is the optimal form of government for Moldova. “The country needs a competitive head of state with character, who will be a real arbitrator. If the President had been elected by the people, the situation would have been different now,” he stated.

The idea of reviewing the Constitution to make the election of the head of state possible by a simple majority of votes in Parliament is supported by the Liberals and Democrats. When the Alliance for European Integration 3 was formed, the Liberal Democratic Party said it will vote for such a bill, but changed its mind after the dismissal of the Strelet Government. The Socialists plead for the direct election of the head of state, while the Party of Communists considers the President should be elected by 61 votes of MP.
