NGOs recommend political authorities to start judicial reform

A number of nongovernmental organizations are calling on the Moldovan Government and Parliament to start a reform of the judicial system, with the participation of all the actors in the system and also of civil society representatives. The Legal Resource Center says in a statement that, while the objectives and priorities concerning the judicial reform included in the Government's 2011-2014 Program are appreciated, some proposals, like the reformation of the institution of the judicial immunity, raises questions related to the judicial independence, the general stability and effectiveness of the system. “We regret the omission of the proposal to carry out a general evaluation of the existing system, and develop a complex strategy to reform the judiciary. To be successful, the judicial reform must be comprehensive and carried out in coordination with the representatives of the judicial power”, the statement says. The NGOs recommend the political authorities to start the reform by performing a comprehensive assessment of the judicial system. Another proposal is to create task forces or inter-department agencies which will coordinate the reform of the main components, namely the constitutional reform, the reform of the criminal, civil and administrative justice. Also, the civil society recommends to hold public debates for the discussion of recommendations with a view to including them into the strategy, and to engage the representatives of international organizations in the development of the strategy for the reformation of the judicial system.
