The nongovernmental organization Public Authorities Monitoring and Initiatives Center urged the legislature, the executive and the judiciary to formulate and sign a Pact for Justice, Info-Prim Neo reports. “There is no communication between the three powers. A Pact is needed to overcome the barriers existing between them and ensure transparency in decision making,” the NGO's head Ion Dron said in a news conference on August 25. Dron said the three powers have dissenting opinions about the reform of the legal system, which was not implemented due to the decision makers' incapacity, not the lack of money. He stated there is no mechanism that will allow civil society to check their work. Ion Dron considers these and other related problems should be discussed in a joint meeting of the Head of Parliament, the Prime Minister, the president of the Supreme Council of Magistrates, the Minister of Justice, which will be also attended by the president of the Constitutional Court, the Prosecutor General, the Minister of the Interior, judges. According to Dron, the Prosecutor General should also be elected by the people, for a period of four years. “The Prosecutor General in this case will try to avoid being influenced by oligarchic groups and having political protection, while the subordinates will be hired according to performance criteria,” he said. The Center's head said they will submit the draft Pact for Justice to representatives of the three powers in the near future. If they refuse to sign the document, civil society will continue to take its own steps aimed at reforming the legal system.
