NGO council launches appeal to parties participating in elections
The National Council of Nongovernmental Organizations of Moldova (The NGO Council) is underlining for the participants in the parliamentary election the fact that certain moments that are essential for the development of an active civil society are insufficiently addressed in their electoral programs, Info-Prim Neo reports, quoting a press release of the council.
The NGO Council recommends that parties should include certain priorities in their electoral agendas “which would create a favorable social and economic environment for the development and functioning of the civil society for the benefit of the communities”.
Thus, the council advises the simplification or exclusion of the procedure for modifying the legal status of NGOs from social organizations to social institutions, imposed through the amendments to the Law on social associations from July 20, 2007.
Another request is that of strengthening the institute of public utility through the adoption of the draft law on noncommercial organizations of public utility; creation of conditions for the diversification of financing sources through the adoption of the Law on public utilization of 2% of the income tax.
The appeal to political arties includes the request to create legal and institutional conditions for the purchase by the state of social services provided by NGOs, through the adoption of the Law on volunteering, recognition of volunteering as a non-formal and informal education experience, recognition and investment in the volunteering infrastructure.
Political parties are also encouraged to ensure the access to governance for all citizens, especially those who are abroad and the persons with disabilities, by using informational technologies; the continual development and consolidation of the partnership between the Parliament, Government and the civil society, as well as the live broadcasting of Parliament sessions.
The council also requests that the Parliament and the Government should change their negative attitude towards the organizations of the civil society, because these views do not comply with the principles of the partnership between the state and the civil society.
The NGO Council is a representative body of the civil society, elected by the NGO Forum of December 15 – 16, 2008, which brought together over 100 representatives of more than 1000 NGOs from Moldova, the press release specifies.
