New structure of Government adopted by Parliament

The MPs adopted the new structure of the Government that consists of nine ministries by 54 votes in favor. Prime Minister Pavel Filip said in Parliament there is a plan for implementing the Government reform during three months, IPN reports.

According to the Premier, the efficiency of governance can be improved by a modern management system able to cope with social changes and to meet the people’s needs. “The central public administration is useful when it can meet the needs of the people. It is not possible to implement the principles of good governance in the absence of a high responsibility level on the part of the central public administration. It may seem that we form very large ministries, with many duties, but we want to very clearly delimit the political duties from the administrative ones, which was a problem in Moldova earlier when the political class was changed,” stated Pavel Filip.

He noted that the content of ministries, not their name is important. “At the first stage, we will not have new ministers because there is a blockage as the President does not want to sign the decree to name the minister of defense. This will be a Government that will ensure a transition period until winter. The minsters will have to go through a trial period and at yearend we will assess the situation to see who and how did their job,” said Pavel Filip.

Of the nine ministries, five will keep their current names and duties. These are: Ministry of Finance; Ministry of Justice; Ministry of Foreign Affairs and European Integration; Ministry of the Interior, and Ministry of Defense.

The other four will concentrate the areas of activity that are close by goals and resources. Thus, the Ministry of Economy will take over areas from the Ministry of Transport and Road Infrastructure, Ministry of Information and Communication Technology and Ministry of Regional Development and Construction and will be called Ministry of Economy and Infrastructure.

The Ministry of Culture will combine duties of the Ministry of Economy, Ministry of Youth and Sport and the research area of the Academy of Sciences of Moldova and will be called Ministry of Education, Culture and Research.

The Ministry of Labor, Social Protection and Family will manage areas of activity of the Ministry of Health and will be named Ministry of Health, Labor and Social Protection.

The Ministry of Regional Development and Construction will keep the regional development area and will take over areas of activity of the Ministry of Agriculture and Food Industry and the Ministry of Environment and will be named Ministry of Agriculture, Regional Development and Environment.

Following the reduction in the number of ministries from 16 to nine, the number of public functionaries at the ministries will be decreased by 223.
