New rules for Work and Travel programs
The companies implementing Work and Travel programs will be obliged to find pre-employment for all the participants in the given programs before departure. This is one of the special conditions that will be imposed on the companies applying for licenses in the field. A relevant bill was approved by the Government and is to be adopted by Parliament, Info-Prim Neo reports
The Summer Work and Travel programs are popular in Moldova. Since 2007 until last year, the number of young people involved in them increased from 60 to 4,500 a year. “The negative side is that 20-25% of the students who go abroad do not come back,” said Deputy Prime Minister and Minister of Economy Valeriu Lazar. He also said that some of the companies that send students abroad do not observe the contractual clauses and the young people are not employed as agreed, are not remunerated for the entire period of stay or are paid lower salaries.
While the bill was being drafted, discussions had been held with U.S. employing companies, aimed at making the intermediaries more responsible and minimizing the risks.
According to the Ministry of Economy, 16 Moldovan companies this March had licenses allowing placing people abroad (the U.S.). Four of the licenses were issued in 2011. The specific licensing conditions will come into force after the bill is passed by the legislative body. The companies holding licenses will also have to comply with the new requirements.
