The Ministry of Internal Affairs aims to more clearly regulate the cases in which a vehicle can be brought to a special parking station or the territory of a police subdivision in the event of stopping or parking on the roadway, if it can generate an accident situation, an imminent danger to the public interest, public order, or the safety of traffic participants.
In this context, the Ministry of Internal Affairs has initiated the process of drafting a bill to amend the Contraventional Code of the Republic of Moldova, which aims to clearly regulate the cases of towing improperly parked vehicles, IPN reports.
According to the Ministry of Internal Affairs (MAI), the purpose of the project is to delineate the competencies of the police inspectors and local public administration in terms of ensuring road safety, including the exclusion of the overlapping of competencies of the authorities delegated by the legislator to resolve contraventional cases regarding the stopping and parking of vehicles in prohibited areas.
The Contraventional Code currently stipulates that the vehicle can be taken to a special parking station or the territory of the police subdivision if the driver has been removed from driving the car due to an offense, if the vehicle's parking can generate an imminent danger, or if it has been left in a prohibited parking area. In addition, cars can also be towed if they were driven by a person who is not authorized to drive the vehicle introduced into the country according to the legislation. The fact of bringing the vehicle to the special parking station or to the territory of the police subdivision is recorded in a report. The parked vehicle is returned to the owner, possessor, or legal representative immediately after the fine is paid or the grounds for bringing it to the parking lot are removed. The costs of bringing and parking the vehicle are borne by the offender.
Proposals for the development of the project can be submitted until February 1.
