The set of documents needed for purchasing non-lethal guns was reviewed and the psychologist’s assessment and the criminal records were excluded from the list. The two documents will be presented when registering the gun with the police. Thus, only the medical certificates with the conclusions of the narcologist and psychiatrist will be required when buying a gun. Such provisions are contained in a bill that was passed by Parliament in the first reading, IPN reports.
Deputy Minister of the Interior Oleg Babin said in Parliament that the existing regulations create difficulties in fighting crime as new problems were identified in the circulation of civil firearms. The bill contains amendments to the Penal Code and the Contravention Code. When these are implemented, the methods of gun and munitions circulation and safety and the sale and keeping conditions will be clearly specified.
One of the amendments specifies the content of the license, the documents required for issuing/extending or withdrawing the license or for renewing it in the process of regulating entrepreneurial activity. The license will enable the holder to perform the specified kind of activity fully or partially, by mandatorily respecting the license conditions.
At the same time, the period of validity of permissive documents issued to licensed companies for importing and selling guns is extended from six to 12 months as the import procedures are difficult and the six-month term is not respected in most of the cases.
