New rules for holders of Romanian citizenship who do not live at address indicated in ID

Romanians who change their domicile in 2025 and temporarily live at another address for more than 15 days are obliged to apply for a residence permit. The regulations, in force since January 1, also apply to Romanian citizens who regained citizenship, but do not actually live in Romania, IPN reports.

Contacted by IPN for details, Iurie Ciocan, chairman of PSD Romania in the Republic of Moldova, said that Romanian citizens who also hold the citizenship of another state must observe the same rules as any other Romanian citizen. Many of those who regained Romanian citizenship repatriated only on paper, in order to obtain an identity document, without actually living at the declared address. Thus, some of them benefited from various social allowances offered by the Romanian state, although they did not have a real domicile in the country.

Also, many people obtained identity cards through companies or people for a fee, without ever living at those addresses, said the politician.

According to Iurie Ciocan, the new regulations aim to correct these practices and require the official registration of domicile for those who temporarily live in a locality other than the one indicated in the ID.

The people who cannot prove through documents, such as rental contracts or invoices in their name, that they actually live at the declared address, risk being erased from the official records. In this case, their identity card will be cancelled.

Those who actually live at the address indicated in the ID card or have officially declared their permanent residence in another European Union state will not be affected by the change. However, those who stay longer at a different address must temporarily register their domicile through the residence permit to avoid being removed from the system.

According to the Ministry of Internal Affairs of Romania, the ordinance aims to ensure the correctness of the data in the National Register of Persons. In this regard, the mention "ceased validity of domicile" will be applied in the case of persons who do not meet the conditions stipulated by the Civil Code regarding the veracity of the declared information about the domicile.

Also, the normative document aims to prevent situations in which a large number of people register their domicile at the same address without actually living there. Thus, the possibility of declaring the domicile at an address where more than 10 people are already registered will be limited, this restriction being introduced to better reflect the social reality.
