New rules for discovering drunken drivers

New rules for identifying drunken motorists will be applied in Moldova, Info-Prim Neo reports. They took effect after the Health Ministry’s ordinance on the analysis of biological samples for determining the level of alcohol and presence of drugs and other psychotropic substances in blood were published in the last number of the Official Gazette. The ordinance includes the list of public medical-sanitary institutions empowered to analyze blood samples. These are: the National Narcological Dispensary, the Center of Legal Medicine, the Municipal Clinical Hospital in Balti and all the district hospitals. Under the document, the persons that ensure the medical examination of blood samples are designated by order of the manager of the authorized medical-sanitary institution, including the psychiatrists or narcologist, the medical assistant from the consultative section of the local public medical-sanitary institutions, and doctors on guard empowered with such a right working in the hospitalization section. Two samples of blood from the vein of minimum 10 milligrams each are being taken for determining the level of alcohol. If the second sample cannot be taken or the person refuses to give blood, these facts are stipulated in a report. Besides, 100 milliliters of urine are taken in order to determine if the driver took drugs or medicaments with similar effects. If the hospitalized persons involved in a car accident are in a serious condition and the level of alcohol in blood or presence of drugs cannot be determined, there are carried out laboratory analyses. All the costs for the analyses are paid by the person that asked for the examination, in accordance with the present regulations.
