The persons with dual nationality will have to also present the passport of the country whose nationality they also possess when they apply for identification papers. Such a provision was proposed by the Ministry of Information and Commutation Technology in a bill to amend the regulations concerning the issuing of identification papers, IPN reports.
The ICT Ministry explained that there are multiple cases when the national identification number is repeatedly allotted to the private individual (when crossing the state border based on the foreign citizen’s passport, when transcribing civil status documents, etc.). To avoid or deal with such situations, the applicants will also present the passport of the country whose nationality they possess. The authors of the bill consider this will enable to correctly identify the persons to whom multiple national identification numbers were allotted and to update the given information in the State Population Register.
Among other impediments identified by those from the ICT Ministry in the process of issuing applicants with identification papers is the impossibility of identifying these for the reason that they do not have husband/wife or first-third degree relatives who would identify them and cannot obtain justificatory documents to confirm the identity because they do not have an identity card. It is suggested identifying these persons based on an own responsibility statement submitted by three third persons, who are citizens of Moldova and who have identification papers issued by the component national bodies.
If the taxes and services of the state-run Information Resources Center “Registru” are paid by electronic instruments, the payment is verified through institutional information systems by the person in charge from the competent authority, without needing to confirm the payment on paper.
