New responsibilities for firms building residential blocks
Firms that build residential blocks will bear the responsibility to register with the territorial cadastre office, within 15 calendar days, all of their contracts regarding investments into construction. The provision is part of an amendment to the Law on the cadastre of immovable goods, approved by the Government.
Presenting the aamendment, Viorel Chetraru said that in his capacity as head of the Centre for Combating Economic Crimes and Corruption he recorded multiple frauds by construction companies. They took money from people, stopped their works under various pretexts, did not provide the buyers with residential space, neither did they return the money.
Overall, 246 such construction sites throughout Moldova ceased their activity. The Anticorruption Centre opened 57 criminal cases against entrepreneurs involved in taking money from the citizens. “This amendment to the Law on the cadastre of immovable goods will bring the transparency necessary upon registering contracts, investors and companies that gather these investments, and for the construction of the residential space”, said Viorel Chetraru.
Another amendment proposed for the Code of Administrative Offences stipulates that failure to register contracts on investments into constructions with the cadastre offices is punishable by fines between 150 and 500 conventional units. One conventional unit equals 20 lei.
