Authorities are drafting a new Public Procurement Law as part of Moldova’s commitment to aligning national legislation with the EU acquis, which involves the gradual integration of European norms. The draft law is currently under public consultation, with adoption in Parliament expected between June and July 2025, IPN reports.
Key provisions of the new Public Procurement Law were presented and analyzed within the Public Procurement Monitoring Coalition and the National Public Procurement Platform.
“These meetings mark the beginning of an extensive series of consultations initiated by the Ministry of Finance and the Institute for Development and Social Initiatives ‘Viitorul,’ aimed at fostering an open, transparent, and inclusive dialogue on the reform of the public procurement system,” a press release states.
The events brought together representatives of contracting authorities, civil society, and members of non-governmental organizations from the region.
Deputy Secretary General of the Ministry of Finance, Ana Luca, stated that this draft law will transpose three essential EU legal acts into national legislation, including Chapter V – Public Procurement.
“The law is set to come into force on January 1, 2027, as we are currently in discussions with the World Bank to develop a unified information system that will ensure the efficient implementation of the new legislation,” she noted.
Experts from IDIS "Viitorul" presented an analysis of the draft law, highlighting aspects that require clarification or improvement. “We have proposed changes regarding value thresholds, lotting, clear rules to prevent conflicts of interest, award criteria, a new bid guarantee, additional agreements for increasing procurement contracts, among others,” said Diana Enachi, an expert at IDIS "Viitorul."
During the sessions, members of the Public Procurement Monitoring Coalition and the National Public Procurement Platform formulated a set of recommendations aimed at enhancing transparency, increasing the responsibilities of contracting authorities, and optimizing the use of public funds. All suggestions were compiled into a proposal document.
