The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has new powers now that the Law on Access to Property and Shared Use of Infrastructure Associated with Public Electronic Communications Networks took effect. This enables it to ensure the observance of the law by owners and suppliers of public electronic communications networks and/or services for obtaining access to property and the right to use public electronic communications networks and associated facilities, IPN reports, quoting a press release of the Agency.

To fulfill this task, the Agency worked out a plan of action that describes the regulatory actions and measures planned to be taken in 2016 for implementing the law. The ANRCETI will also work out a set of documents needed for implementing this law, including the standard contract for access to public or private property for building (installing), maintaining, replacing or transferring public electronic communications networks or infrastructure elements needed for supporting them.

The suppliers of communications networks can have access to public or private property only after signing with the owners a contract that is made public and submitted to the ANRCETI (copy). The tariffs for gaining access to property are set by the owners based on calculation methodology that is to be thought up by the Agency and approved by the Government. The law bans setting other taxes, tariffs and rentals except those deriving from the contracts signed by the sides.

To facilitate the implementation of the law, the ANRCETI plans to carry out an information campaign.
