The plan of action for implementing the Moldova-EU Association Agreement for 2017-2019 contains three new elements compared with the plan for the previous period. One of these is the introduction of the performance indicator for each measure that is to be implemented so as to more efficiency monitor the putting of the plan into action. The classification of measures into three categories (laws, acts subordinate to laws and measures to be implemented) is another novelty, while the third is the incorporation of the plan for adjusting the legislation into the national plan for 2017-2019, IPN reports.

In a joint meeting of the Government and Parliament, Minister of Foreign Affairs and European Integration Andrei Galbur said this national plan is an inventory of new normative documents and amendments and supplements to existing regulations that are to be adopted in 2017-2019.

As regards the political dialogue and reforms, among the priorities are the approval of the national human rights action plan for implementing the recommendations made by Moldova within Universal Periodic Reviews, adoption of the law to add provisions on the people’s ombudsman to the Constitution of the Republic of Moldova, adoption of the plan of action for implementing the strategy for strengthening the interethnic relations in Moldova for 2017-2027.

As to freedom, security and justice, the Constitution’s provisions on the judicial system will be amended, demotivating penalties will be introduced for acts of corruption, money laundering and terrorism financing and the Integrity Law will be passed and implemented.

Among the actions included in the chapter on economic and sector cooperation are the adoption of the Accounting Law, promotion of the package of laws concerning employment,  amendment of the law Code and Tax Code and supplementing of the Broadcasting Code.

As regards the chapter on the Deep and Compressive Free Trade Area, Andrei Galbur said it is important to adopt, in the second reading, the Law on Chemical Substances, the Medication Law and the Law on Homologation of Motor Vehicles. The most important anti-fraud project is the one to create the Criminal Assets Recovery Agency.
