National legislation on food security should be reviewed, expert

Moldova’s legislation on food security should be reviewed so as to ensure a uniform approach. The legal framework in the field contains provisions that double or event run counter to each other. These are some of the conclusions of an audit of the national legislation on food security carried out by international expert Ion Agafitei. The audit results were presented in a roundtable meeting staged by East-Europe Foundation, IPN reports.

According to the expert, the incomplete transposition of the legislation creates the image of a system that does not work, diminishing the people’s confidence in the EU legislation and its benefits. “Given that we have contradictory legislation in the field, we suggested that representatives of the Ministry of Health and the Ministry of Agriculture should work together so that we have a common approach,” stated Ion Agafitei.

He noted that there is no uniform legislation in the area of food safety. There are normative documents that were adopted before the creation of the National Food Safety Agency and these should be reviewed. Experience should be exchanged in the area with the Romanian bodies.

The audit author recommends adjusting the legislation in accordance with the Association Agreement, promoting food safety among the population, stepping up official controls and setting up an audit system for testing the efficiency of the official control system.
