National Institute of Justice implements new admission method

The National Institute of Justice for the first time this year will use an electronic testing module for accepting candidates to studies for the posts of prosecutor and judge. The Institute’s director Diana Scobioala told a news conference that the electronic program simplifies the examination process as is assesses the test papers instantaneously and diminishes thus the involvement of the human factor, IPN reports.

The Institute’s director said the electronic testing module includes 1,600 tests thought up by a working group that consisted of trainers of the Institute. The tests were published beforehand on the Institute’s website together with the correct answers. But the candidates for the posts of prosecutor or judge who hope to take the tests based on photographic memory will remain disappointed as the program will generate at random questions and will change the place of the variants of answer. At the start of the exam, the program will generate a unique test for each of the candidates by choosing 400 questions – by 100 for civil law, civil processual law, penal law and penal processual law. Each candidate will have three hours to take the test.

Diana Scobioala noted that this way they want the best graduates of law faculties to come to the Institute and to make the admission process as transparent as possible.

The program was created with the assistance of the Ministry of Foreign Affairs of Denmark within the Strengthening Technical Capacities of the National Institutions for the Human Rights Protection and Promotion Project that is implemented by UNDP Moldova. UNDP Moldova project manager Alexandru Cocarta said the project aims to develop the institutional capacities of the National Institute of Justice. The electronic test is a new element in the process of admission at the Institute this year.

However, not only the electronic test is a novelty. For the first time this year, the admission commission will include an international expert, who works at the U.S. Embassy in Moldova. This will take part in the second admission stage – verbal interviews with the candidates.

This year, the commission for organizing and holding the admission contest accepted the applications of 231 persons. Of these, 167 persons applied for the post of prosecutor, while 64 – for the post of judge. This year, the Board of the National Institute of Justice announced a contest to fill 20 places for the candidates for judge and 25 places for the candidates for prosecutor.
