National electronic communication agency scraps Moldotelecom's access deficit charge
The final users from all the public electronic communication networks will have access to public services provided via the access codes 1600-1639 as the alternative operators connected to Moldtelecom won't have to pay any access deficit charge, under a recent decision of the Board of the National Agency for Electronic Communication and Information Technology (ANRCETI), Info-Prim Neo reports.
The access codes from the 1600-1639 range are allocated by the Agency to providers offering IP-telephony services. Following a market survey, the Agency has found that the access to the services provided via the access codes 1600-1639 is limited and restricted by defective regulations and the deficit access charge has become a competition obstacle for the new providers, which makes them leave the market, ANRCETI explained its decision in a statement.
The decision obliges the provider of public electronic communication networks to sign interconnection agreements with other providers so as to give the final users access to services provided via the access codes 1600-1639. The public provider has 30 days at its disposal to comply with the decision.
The decision underwent public consultation and received the approval of the working group for entrepreneurial activity regulations. It took effect on Wednesday, April 14, upon publishing in the Official Gazette /Monitorul Oficial/.
