The National Development Plan Moldova will be launched and implemented starting 2008 for a period of 4-5 years, and discussed on Thursday, January 18, by the Minister of Agriculture and Food Industry, Anatolie Gorodenco and the public policy and public administration reform experts of the World Bank, Rosemary Proctor and Anne Evans. According to the sources from the minister, the WB created a fiduciary fund for the support of the reform of central public administration in Moldova aiming at strengthening the strategic planning and decision-making systems. In this way, the experts of the WB offer consultancy to the Moldovan authorities in what concerns the government systems and the methodology of prioritising policies. Gorodenco emphasised the role, involvement and priorities of the Ministry as regards the Plan, as it will settle concrete indexes of populations’ life standards, as well as of the situation of all economy fields. The experts of the WB presented their standpoints in what concerns Government priorities, asking for the opinions of the Ministry related to the decision-making process and the way it can be improved. The drawing-up of the National Development Plan of Moldova on middle term started on January 10, 2007. The first stage scheduled for January-April 2007, the level of implementation of the main national development documents will be estimated, including EGPRSP, the Action Plan Moldova-EU, and “Moldovan Village” Programme. The plan will determine the first reforms that will be carried out during the next years. The second stage will include the estimation of reforms’ costs and creation of a detailed action plan. At the final stage, the NDP project will be debated by the civil society and subsequently forwarded to the Government for approval. The Government promises the final document will settle concrete indexes of life standards and will determine to what extent Moldova is closer to EU. The plan will come along with a Financial Programme, including the sums and the financing sources.
