The percentage value of the technological consumption and losses of water in the public water supply system is calculated based on the received volume of water, not on the volume of water supplied to consumers, the National Agency for Energy Regulation (NAER) specified following public reports about the value of technological consumptions and losses of water in the public water supply and sewerage system managed by SA “Apă-Canal Chisinau” (ACC) and the damage of 250 million lei caused to consumers, IPN reports.
According to the data presented by SA “Apă-Canal Chisinau”, the effective value of the technological consumption and losses of water in 2019 was 34.26% of the volume of received water (68 758 000 m3). The NAER noted that for tariff purposes in 2019, the Agency approved the technological consumption and losses in the amount of 7 525 000 m3 (10.94% of the received volume).
The dynamics of the technological consumption and losses of water approved by the NAER for tariff purposes follow a downward trend. In 2017, the approved value of the technological consumption and losses of water represented 26.02%, in 2018 – 15.95%, while in 2019 – 10.94%.
When determining the tariffs, the NAER includes only minimum necessary justified costs in the tariffs, while the variable costs that are influenced by the volumes of water are recalculated and are limited according to the volumes of technological consumption and losses of water approved by the NAER.
The Agency noted that the value of costs that are not included for tariff purposes will be known only when the tariffs are calculated. “The estimations disseminated by the media are unsubstantiated from economic viewpoint because the sum of 250 million lei was determined based on the volume of technological consumption and losses of water in the public water supply system and the tariff for the pubic sewerage service for household users. But the tariffs also include other costs that are not correlated to the technological consumption and losses of water and it is not right to apply the tariff for the public water supply and sewerage service that includes all the costs to the volume of technological consumption and losses of water.”
