In 2013 the Municipality of Chisinau will be required to transfer from its revenues 278 million lei to the State Budget, as estimated by the Ministry of Finance. Municipal authorities say that after making this contribution, the Municipality will have to tighten its belt on many lines of spending. Chisinau's finance chief Veronica Herta has told Info-Prim Neo the Ministry of Finance estimated that revenues would exceed spending when calculating the next year's city budget, and all the surplus would have to be transferred to the State Budget, in particular to the Fund for Supporting Local Authorities. The amount to be transferred to the Stare Budget could be reduced to 156 million lei if the Law on Police Status isn't adopted. Otherwise, the municipal budget will continue to pay the expenses of the municipal police. Chisinau Mayor Dorin Chirtoaca said it's unfair that, not only doesn't the capital city receive any governmental subsidies, it is also required to contribute nearly 300 million lei to the central budget. “We're not made of money, you know. It seems that things are not going well for us and I want negotiations to continue”, stated the Mayor. Veronica Herta recalled that in 2006 the Municipality too was required to transfer 100 million lei to the state budget, but then the investments made in the city from the state budget exceeded the value of the transfer.
