The Chisinau City Hall plans to install thermopane windows in all the apartments and staircases in Chisinau Municipality’s residential blocks and reinforce their facades in order to ensure thermal isolation. This objective is part of a programme of the City Hall designed to preserve heat, mentioned at Monday’s session, by interim mayor Veaceslav Iordan. As he states, during this heating season the City Hall pays the difference of heat bills, but in the future the consumers will have to pay for heat according to the increased charges. The action to preserve thermal energy comes, as Iordan says, to help citizens, because this way heat will be consumed “tenfold less, so the bills will be lowered”. At the same time, local authorities also plan to set up thermal devices in all the stairways of the dwelling blocks, which will allow regulating the temperature of hot water and heat individually. At present, people in charge within the local authorities are working out the municipal concept of preserving thermal energy, which will be ready in 30 days. Investment costs and time needed for this project’s implementation will be known once this document is worked out. As Iordan states, a pilot project intended to conserve thermal energy, financed by the Netherlands, is now underway in Centru district in the capital. Head of dwelling-communal Division Mihai Solcan mentioned that the biggest losses of thermal energy are due to the windows. In particular, the old wooden windows cause losses of up to 50%. Their replacement with thermopane, plus the thermal isolation of the fronts, would economise up to 50% of heat. Solcan says that at the moment neither the local nor the republican budget do not have money to cover this project’s costs, which are expected to be considerably large. But the money could be attracted from investments, plus the contribution of the municipal budget and population, Solcan estimated, quoted by Info-Prim Neo. At present, in there are 4684 dwelling blocks Chisinau, of which 2842 blocks are connected to the centralised heating network. As many as 1643 blocks are supplied with hot water.
