Municipal councilors fight, as Chisinau dwellers will pay only for water they consumed
The Chisinau residents will pay only for the amount of water they consumed, not the water losses included into the bills for April. Such a solution has been reconfirmed at the Thursday sitting of the Municipal Council (CMC), Info-Prim Neo. Meanwhile a range of things are to be cleared out as to the way of applying «The Regulation on water supply and drainage in Chisinau», approved unanimously by the CMC less than a month ago.
That Regulation triggered hot debates at the beginning of the sitting, as the water losses included in the bills surpass much the volume shown by the apartment water meters. The SA Apa-Canal Chisinau supplier (ACC) and the Municipal Billing Enterprise «Infocom» earlier explained that the additional volume comes from the difference shown by the living block counter and the apartment meters. Up to now, the amount of this difference is as large as 165 million lei. It has been gathered for years and represents direct losses of ACC. ACC states it included the supplementary sums into the bills in accordance with the Regulation adopted by the CMC in March.
The Social-Democratic faction leader Eduard Musuc asked to annul the Regulation, to punish the people guilty of creating the situation, including for “deceiving the CMC while drafting and adopting the document, to develop solutions, within a month, for the issue of the volume differences .
The same has been asked by the Communist councilors who blamed the ruling coalition in Chisinau of raising a range of charges and of not working out compensating mechanisms.
The Liberal faction leader, Corina Fusu, has blamed the Social-Democratic coalition colleagues of making the Communist councilors' game. She has qualified the decisions raising tariffs as assuming the political responsibility for the state of things in the municipality and for the reforms, after the previous Councils lacked the courage for this type of responsibility. Fusu has said the Regulation should not be annulled, nut applied exactly according to its provisions, gradually, not admitting their selective and anticipated application. Thus, billing the water differences cannot be made before signing individual contracts with apartment owners and before order is made in the water meters matter.
National-Liberal councilor, Mihai Severovan, has said the populist approach of the water charge is inefficient and there can be two solutions only: either the citizen participates in the adequate coverage of expenditures, or the CMC finds money for subsidies, and it can be taken only from the education, health sectors etc.
The Communist Sergei Novik says the people pay the bills, fearing not to be disconnected, and anyway «the difference of the volume between the water counters is extremely large and this tells of unqualified management of the area».
Moldova Noastra Alliance councilor Oleg Cernei, the chairman of the CMC's housing committee, has said the statements made are outdated, since earlier this week the mayor and the ACC took the decision that the people pay only for the water shown by the apartment counters, while the bills already paid should be recalculated next.
Cernei has put up a draft decision establishing that ACC will test the block meters showing large differences of volumes; the housing direction will verify the technical state of the apartment meters and will take measures to duly adjust them; ACC with the housing direction will draft a decision to regulate the installation of new individual meters; the CMC will forward proposals to the Standardization and Metrology Service to speed up coordinating the pattern-contract on water supply and drainage.
When spreading this story, the CMC approved of the order of the day, open the debates on the controversial Regulation, as the ruling coalition councilors asked for a break. Sources contacted by Info-Prim Neo say they were talking about ousting the Social-Democrats from the municipal coalition.
