The chairman of the Social-Democratic faction in the Chisinau Municipal Council (CMC) Eduard Musuc announced he would inform the Prosecutor’s Office of the illegal construction of attics in the Chisinau blocks of flats. At Monday’s meeting of the CMC, Eduard Musuc inquired about two blocks of flats located on Drumul Viilor Street in one of which he lives. He said that the attics are designed without asking for the residents’ consent as required by the law. Accoridng to the councilor, the answer he received from the chief architect of Chisinau about the apartment building in which he lives makes reference to the decision of the Privatized Dwelling Owners Association. But, Musuc says, there was no meeting to constitute such an association. “Last November, this association got an urbanism certificate for building the attic without discussing with the residents of the block. If the signatures had been forged, this is a criminal offence,” the local councilor said. This subject was earlier raised by other councilors. Oleg Cernei, the representative of Moldova Noastra Alliance Party, on March 20 announced he would ask the Prosecutor’s Office to investigate the cases of passive corruption of people by economic entities that want to invest in the construction of attics in blocks of flats. The councilor, who did not attend the April 14 meeting, said then that he possessed information that the entrepreneurs pay money to the people and convince them, with the help of housing fund administrators, to write applications to the General Housing Dwelling Division, asking to include the buildings in which they live into the program of attics. According to Cernei, the sums offered for such applications vary between 100 and 2,000 lei. Asked by Info-Prim Neo to provide figures, Cernei said that he will do it when he has documents proving the given violations. A month ago, the head of the General Housing Communal Division Dionisie Boaghie said that they drew up a list of about 160 buildings where there can be constructed attics. Now the given buildings are being examined and the design documentation is being prepared.
